It depends entirely on how well the list is targeted. I regularly get many
emails offering me CD Rom's of 5,000,000 email addresses for about $70. They
are supposedly cleaned of duplicates, all valid addresses and formatted for
easy use etc etc.
Personally I'm not interested in blanket emailing of people who haven't
opted-in to a specific list as I think it can do a fair amount of harm to a
reputable brand.
