The charges are not per megabyte for viewing streaming media and

standard surfing, only for downloading data to disk.  They are proposing

charging home users £25 per month.  Sounds like more of a threat than

people are assuming, but it is difficult to work out because of the

bizarre PR that Gavin@ Tornado Productions mentioned.
